Expert to develop a training on Early Childhood Intervention for services and a Greek country report

We are looking for an expert on Early Childhood Intervention Greece to develop a training for services and a Greek country report on the topic

EASPD is the European Association of Service providers for Persons with Disabilities. We are a European not-for-profit organisation and represent over 20,000 social service provider organisations across both Europe and disability. The main objective of EASPD is to promote equal opportunities for people with disabilities through effective and high-quality service systems.

Tender specification

As part of its “Technical Support to implement reforms to support the development of family centred early childhood intervention services in Greece” Programme (Grant Agreement n° 101048313), EASPD is looking for a national expert on early childhood intervention to contribute to the production of the following:

  • Training on family centred ECI processes
  • Delivery of the Train-the-trainer to the staff of pilot service provider
  • Country report on ECI in Greece.
Main elements of work

The ECI Greece project aims to support the Greek government in developing a modern, evidence-based legislative and financial framework for early childhood intervention services as a crucial step towards deinstitutionalisation, and the effective inclusion of children with disabilities in society and their families through quality and adapted care and support.

This project was designed from the experience of the ECI Agora project, which had similar objectives and outcomes for Poland, Slovakia, Hungary, Romania, and Bulgaria. Based on the lessons learnt, ECI Greece will:

  • develop a training for Greek service providers based on good practice examples from EU countries,
  • pilot these new methodologies for a year,
  • develop a comprehensive country report on early childhood intervention in Greece as the groundwork for a shared understanding of what ECI is,
  • support awareness-raising activities targeted, among others, at public authorities, assessment services, medical staff, and families,
  • develop a Roadmap, an action plan to establish a sustainable and holistic legislative and financial framework that supports family centred ECI.

In the context of the ECI Greece project, the national expert on ECI will contribute as follows.

Training on family centred ECI processes: In the months of December and January the project team, composed by EASPD project manager and Junior Researcher, project local coordinator, the expert on ECI in Greece and the international experts on ECI (from EASPD ECI Member forum and ECI Agora project partnership) will work on the adaptation of a training on family centred ECI processes to the Greek legal and financial framework. The training is developed and tested in the ECI Agora project and based on the Portuguese model of ECI. The role of the national expert will be to participate in the planning of the work, contribute to the parts on Greek legal and financial framework and check the quality and consistency of the adapted training. If relevant, some parts about national good practices could be integrated into the training with the contribution of the national expert. (10 days of work).

Delivery of the Train-the-trainer to the staff of the pilot service provider: the national expert will also be part of the training team that will deliver the train-the-trainer in February 2022 in Greece and will coordinate with the other team members and international experts. (5 days of work)

Country report on ECI in Greece: from January 2021 to August 2022, the project team, composed by the EASPD project manager and junior researcher, the project local coordinator, the expert on ECI in Greece and the international experts on ECI will develop a comprehensive country report on early childhood intervention in Greece. The role of the national expert will be to provide information about sources, contacts for interviews, participate in workshops, draft some parts, and provide proofreading and editing. The report will include these sections: definition of ECI, mapping of services, funding of ECI services and ECI service providers’ needs. The EASPD staff and local coordinator will be responsible for the drafting of the report, supported by the expert on Greek ECI to find information and contacts. The national expert will contribute to the planning of the research activities and will read and edit the draft developed by the other team members. (15 days of work).

Selected applicants are expected to take on the assignment starting from 1 December 2021 and be available until 1 September 2022.

Expertise required

The experts will be expected to demonstrate:

  • Proven experience and adequate knowledge on social services and the deinstitutionalisation process in Greece
  • Direct experience/research in the field of Early Childhood Intervention in two or more countries in Greece.
  • Previous involvement in projects related to issues of human rights and/or social inclusion of persons with support needs.
  • Excellent command of English (written and oral)
  • An operational approach to the integration of good management principles, including correct personal data management in line with the requirements of the GDPR.

Only candidates from EU Member States are eligible for participating in the tender.

Selection and award criteria

The applicant should submit the following documents until 28/11/2021; 23:59 CET:

  • A motivation letter (not more than 2 pages) describing your expertise and explaining why you are the right candidate for the assignment and how you plan to contribute to each of the tasks.
  • CV, including a list of previous projects and activities in the areas of ECI, training and research.

Content of the bids

The tenderer will ensure that their bid clearly identifies how they meet the selection criteria. It would also be useful to see examples of relevant previous work. 

Payments and standard contract

Payment will be made on when the deliverables will be finalised.

  •  Only validated deliverables will be accepted and fully compensated.

The Contract will be drawn up between EASPD and the expert.

Price

The estimated price is max. EUR 6.840 €, all taxes included (228€ daily cost per 30 days of work).

The contract will be awarded to the tenderer whose offer represents the best value for money, taking into account the quality of submitted document and individual expertise. The contract will only be awarded to a tenderer who clearly proves that he/she has knowledge, experience and expertise which match at least 70% of the selection criteria.
