Analysis of the UNCRPD Committee recommendations on the implementation of Article 24 on the right to inclusive education

This report summarises the key recommendations made by the UNCRPD Committee to 13 European countries in the past five years.

This report analyses the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) Committee recommendations on Article 24: the Right to Inclusive Education. Covering 13 European countries, the report provides a detailed evaluation of policy implementation and alignment with the UNCRPD Committee’s recommendations. The analysis also considers the consistency between these recommendations and the European Child Guarantee’s National Action Plans (NAPs), which outline each country’s strategy to promote inclusive education.

Developed with the support of EASPD's Member Forum on Education, the report offers a comprehensive overview of the challenges and progress in Albania, Austria, Belgium, Denmark, Estonia, France, Georgia, Germany, Greece, Hungary, the Netherlands, Spain, and Sweden. By identifying key gaps in legislation, policy frameworks, reasonable accommodation, capacity building, and data collection, the report aims to provide policymakers and stakeholders with the insights needed to drive systemic change.
