Unlocking the potential of people: Promoting higher employment in the EU

The European Commission has released its Employment and Social Developments 2025 report, providing evidence and facts on how Europe’s labour markets are evolving, and where inequalities persist. In particular, the report identifies people with disabilities and social care workers as two groups who full participation in the workforce and labour market remain limited.
EASPD has written a briefing that summarises the key parts of the report that are relevant to EASPD and its members. Specific focus is on:
- People with disabilities, who continue to experience lower employment rates, limited access to education and training, and continue to face workplace discrimination.
- Workers in the social services sector, who face staff shortages, low wages, and poor working conditions.
Informal and unpaid carers, who lack adequate support services, flexible work options, and pathways back into employment.
These factors are critical parts of the social services structure that require advanced and greater support.
