Evaluation of the EU public procurement directives (2025): key findings and implications for disability service providers

Description:
Public procurement accounts for around 15% of EU GDP and plays a crucial role in how disability services are funded. For EASPD members, it can enable the delivery of essential support services, fair working conditions, and employment opportunities for people with disabilities. However, in practice, procurement remains complex to navigate.
The European Commission is currently revising the EU public procurement rules and has published an evaluation of the existing directives. The findings confirm long-standing concerns raised by EASPD and its partners, including overly complex procedures, under use of social and quality criteria, and persistent barriers for non-profit disability service providers.
