The EU Housing Plan must be a driver for inclusion and independent living

EASPD is contributing to the European Commission's consultations on the upcoming European Affordable Housing Plan.

On 4 June, EASPD submitted its contribution to the European Commission’s consultation on the upcoming European Affordable Housing Plan, an initiative announced by the EU’s first-ever Commissioner for Housing, Dan Jørgensen. This plan, expected in 2026, has the potential to address the current housing crisis affecting millions across Europe, including persons with disabilities.

At EASPD, we believe this Housing Plan can be a transformative lever for inclusion, social justice, and the realisation of fundamental rights, including the right to live independently and be included in the community, in line with Article 19 of the UN Convention on the Rights of Persons with Disabilities (UNCRPD). As the EU enters the second phase of its Disability Strategy, the Affordable Housing Plan represents a unique opportunity to unlock rights that have long remained unrecognised.

We believe housing is a critical element in the process of deinstitutionalisation. Many individuals remain in hospitals, institutions or temporary accommodations due to the absence of accessible, affordable homes within the community. This issue adds to a lack of accessibility of mainstream services and fragmented support systems.

Our recommendations to the EU are clear:

  1. Remove all barriers to accessible and affordable housing for persons with disabilities.
  2. Strengthen the role of disability service providers and foster cross-sector collaboration.
  3. Scale up investment in community-based housing and align housing policy with deinstitutionalisation goals.
