Member States publish second Biennial Reports on the European Child Guarantee

The European Commission recently published its ambitious Social Package, which includes four key initiatives to tackle poverty and social exclusion. Among them is the Strengthened European Child Guarantee (ECG). Following this publication, Member States have started releasing their second biennial reports on the implementation of the ECG.
Member States are required to submit Biennial Reports about the progress they have made in implementing the European Child Guarantee, assessing the state of play and identifying the remaining challenges. Some Member States are also presenting additional measures they plan to introduce to fight child poverty and support the most vulnerable children.
The first series of Biennial Reports was published between 2024 and 2025. EASPD has developed a series of factsheets summarising the measures targeting children with disabilities included in National Action Plans and Biennial Reports. More specifically, these factsheets focus on children with disabilities, children with mental health issues and those living in residential care settings. You can find them all here.
Now, Member States have started publishing their second round of assessments, with 16 countries having already released their reports. The remaining countries are expected to publish their assessments later this year or, in some cases, in early 2027. You can find all available reports here.
