Call for Tender: External Evaluation of EASPD Moving Forward 2025 

EASPD is looking for an external evaluator to evaluate its 2025 Work Programme “Moving Forward”.

The European Association of Service providers for Persons with Disabilities (EASPD) is the leading voice of disability services across Europe. Representing over 20,000 services in 50 different countries, we promote human rights and equal opportunities for people with disabilities through effective and high-quality support.  EASPD’s mission is to deliver the implementation of the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) by supporting its members in the design, development and set-up of models of support, responsive to individual needs and wishes. 

1. Tender specification

EASPD is looking for an external evaluator to conduct the evaluation of its 2025 EASPD Work Programme “Moving Forward” supported by the European Social Fund+ Programme. 

2. Main elements of work

As part of its “Moving Forward” Work Programme 2025, EASPD is looking for an external evaluator to conduct the evaluation of its activities implemented in 2025 through its Operating Grant. 

The external evaluator will evaluate the activities, impact, achievements, and performance of EASPD based on specific priority areas mentioned in the 2025 work programme. The evaluation should consider the objectives laid out in the 2022-2025 EASPD Strategy available here: https://easpd.eu/about-us/our-strategy/  

The evaluation will cover various activities implemented by EASPD in relation with, among others:

  • Impact: advocacy and ability to influence policy making at European level (e.g. European Parliament, the European Commission, and the Council of Europe) and, through its members, at national level.  

  • Information: exchange of information, by providing our members with up-to-date information regarding developments at European and international level, and disseminating information submitted by members. 

  • Innovation: support for capacity building among service providers, including through projects, e-learning, peer learning, and other membership-focused activities. 

Additionally, each yearly edition of the EASPD Moving Forward External Evaluation contains a specific point of focus based on current needs and priorities. For the 2025 evaluation, this focus is the relevance, structure, and functioning of the EASPD Knowledge and Innovation activities and Members participation in governance.   

The evaluation will collect data through: 

  • An online survey designed to gather the impressions and thoughts of EASPD members on the work accomplished in 2025, as well as their considerations and expectations regarding future developments. The online questionnaire will be prepared by the external evaluator and disseminated by EASPD within its membership.

  • Individual interviews with key informants, such as EASPD members and strategic partners. List of informants will be devised by EASPD, and the questionnaire will be prepared and implemented by the external evaluator. 

  • The analysis of the data collected through the questionnaire and interviews will consider the context within which EASPD operates, as well as historical performances as highlighted in evaluations conducted in previous years. The analysis will cover various indicators to evaluate the quality of the work conducted by EASPD (e.g. effectiveness, efficiency, impact, etc), as well as various metrics to track the profiles of the respondents within the membership (e.g. sector of activity, size of organization, geographical region, etc).  

The Researcher/Research team is expected to deliver: 

  1. A final report containing the main findings of the study (around 30-60 pages long). The report must be presented in a practical and user-friendly manner, highlighting key observations and concrete recommendations. The report should contain: 
  2. An executive summary 
  3. The results of the online survey 
  4. Discussion of the outcomes of the interviews 
  5. A section summarizing the key findings and recommendations

Deadline for application: 04/01/2026  

Response to application: 12/01/2026  

Selected applicants are expected to take on the assignment as soon as possible.  

The deliverables are expected to be finalised by 15/03/2026   

4. Expertise required

The researcher(s) will be expected to demonstrate: 

  • Proven experience implementing external evaluation of work programmes and projects.  
  • Understanding of to the social service sectors.  
  • Experience in data collection, analysis and presentation.  
  • Experience of writing accessible reports for an NGO and/or EU/national organisation leadership.  
  • Excellent command of English (written).  
  • An operational approach to the integration of good management principles, including correct personal data management in line with the requirements of the GDPR. 

Please note that only candidates from EU Member States are eligible for participating in the tender.

5. Selection and award criteria 

 

The applicant(s) should submit the following documents until 04/01/2026; 23:59 CET: 

  • A motivation letter describing your expertise and explaining why you are the right candidate(-s) for the assignment. 
  • A technical proposal explaining how you plan to conduct the evaluation, including a proposed methodology, a work plan, etc.  
  • CV, including the list of published articles, reports, studies if relevant. 

Only selected candidates will be contacted.  

6. Content of the bids 

The tenderer will ensure that their bid clearly identifies how they meet the selection criteria. It would also be useful to see examples of previous work demonstrating their ability to write and present in English to a primarily NGO audience.  

7. Payments and standard contract 

Payment will be made on receipt of ​Draft report​ and the ​Final report​, 40% and 60% respectively.  

Only validated deliverables will be accepted and fully compensated. 

The Contract will be drawn up between EASPD and the contractor. 

8. Price 

The estimated price is max. EUR 6,000, all taxes included. 

The contract will be awarded to the tenderer whose offer represents the best value for money, taking into account the quality of submitted document and individual expertise. The contract will only be awarded to a tenderer who clearly proves that they have knowledge, experience and expertise which match at least 70% of the selection criteria.
