The Lighthouse Network Activity of the Member Forum on Employment took place on 27–28 May in San Sebastián, Spain, hosted by ELHABE and GUREAK. The study visit brought together EASPD members from across Europe to explore the Basque model of inclusive employment, with a particular focus on GUREAK’s approach to creating job opportunities for people with disabilities. 

The event opened at GUREAK’s main facility with a presentation outlining its mission, organisational model and strategic priorities. GUREAK is a Basque social economy entity dedicated to creating and managing stable, adapted employment opportunities, particularly for people with intellectual disabilities. 

Participants learned about GUREAK’s evolution since the 1970s, including how the organisation has scaled up and diversified its activities in response to an increasingly competitive market while remaining committed to its social mission. The presentation also highlighted its financial model and strong collaboration with public authorities. 

Participants then visited several of GUREAK’s activities:  

• Industrial activities including manufacturing and assembly processes, adapted workstations and support technologies. A key takeaway was how investment in machinery and automation can increase productivity without reducing employment opportunities, thanks to adapted roles and support systems. 

• Datapost (digital services): data management and digitalisation activities. This visit illustrated how employment opportunities can be created in the digital sector.  

• Bakery activities: with food production processes, quality standards and job profiles. A notable development is the launch of a new B2C brand, allowing GUREAK to sell directly to customers and expand its market presence. 

• Industrial laundry services: with large-scale operations, process standardisation and inclusive employment across the value chain. Key highlights included a partnership with ILUNION to enter a highly competitive market, as well as an increased commitment to sustainability, water management and a zero-emission target.  

On the second day, participants visited GUREAK’s training and upskilling centre, focusing on vocational training and lifelong learning pathways. A key highlight was the strong transition rate from training to the open labour market, demonstrating the effectiveness of linking training directly to employment opportunities. 

The event provided space for participants to exchange experiences, reflect on challenges and build professional networks to advance inclusive employment across Europe.
