Call for Tender: External financial auditor for EASPD’s 2024 finances
About EASPD
EASPD is the European Association of Service providers for Persons with Disabilities. We are a European not-for-profit organisation and represent over 20,000 social service provider organisations across both Europe and disability. The main objective of EASPD is to promote equal opportunities for people with disabilities through effective and high-quality service systems.
Background
EASPD is a non-for-profit organisation registered in Brussels with a team of 28 employees and trainees.
EASPD is currently involved in approximately 30 EU-funded projects. The revenues of the organisation consist mainly of:
- operating grant received from the European Commission (Moving Forward – European Social Fund +)
- other EU-funded projects (Erasmus +, EaSi, Horizon, CERV, etc)
- membership fees from the members
- conference and training fees co-organised by EASPD
The costs of the organisation consist mainly of:
- payroll related costs
- cost related to the implementation of the operating grant and projects (travel, subsistence, equipment, room hire, subcontracting, communication, etc)
- general expenses
EASPD uses the WINGS accounting software for its financial transactions. This software includes both analytical accounting and a sales module. The analytical system in WINGS is designed to manage grants efficiently, in a project-relevant manner.
Tender specifications
EASPD invites tenders from qualified external auditors to review and audit its annual operating grant and the financial records for the fiscal year 2024.
The purpose of this audit is:
- Examine the reliability of the financial statements
- Assess whether the financial procedures are reasonable and in compliance with regulations and rules
- Confirm that accounting records are properly kept
- Conduct an internal control assessment and provide possible recommendations based on findings
The auditor is expected to submit comprehensive formal audit reports for both the annual operating grant and the fiscal year 2024 that:
- Provide their professional opinion on the accuracy and reliability of the financial statements.
- Summarize findings, including any areas and recommendations for improvement
EASPD hopes to establish a long-term professional relationship with the selected external auditor who will undertake regular audit responsibilities, including, on occasion, audits for projects funded by the European Union.
Deadlines
- Deadline for application: 06/12/2024; 23:59 CET
- Response to application: 13/12/2024
- Selected applicants are expected to take on the assignment as soon as possible
- Deliverables are expected to be finalised by:
- Operating grant 2024 audit report by: 20/02/2025
- Fiscal year 2024 audit report by: 30/04/2025
Expertise required
The external auditor should have the following qualifications:
- Be a registered auditor with the Institut des Réviseurs d’Entreprises (IRE) / Instituut van de Bedrijfsrevisoren (IBR) in Belgium or or an equivalent professional body in the EU.
- Proven experience in auditing NGOs, ideally in the social sector, with familiarity in nonprofit accounting standards and sector-specific requirements
- Proven knowledge and experience with auditing EU funded programmes
- Fluency in English
Selection and award criteria
The applicant(s) should submit the following documents by 06/12/2024; 23:59 CET:
- A cover letter describing your expertise and explaining why you are the right candidate(-s) for the assignment.
- CV highlighting the professional qualifications, including evidence of registration with the relevant Belgian professional body (or equivalent) & experience auditing NGOs involved in EU-funded programmes
- A technical proposal of the audit methodology to be followed, including proposed timelines.
Payments and standard contract
Payment will be made upon receipt of draft and final reports, with 50% paid upon submission of the drafts and 50% upon submission of the final reports.
Only validated deliverables will be accepted and fully compensated.
The Contract will be drawn up between EASPD and the contractor.
Price
The estimated price is max. 5000 EUR, all taxes included.
The contract will be awarded to the tenderer whose offer represents the best value for money, considering the quality of submitted document and individual expertise. The contract will only be awarded to a tenderer who clearly proves that they have knowledge, experience and expertise which match at least 70% of the selection criteria.
