ICALL Project explores the current state of Inclusive Communities in Europe

The new ICALL report identifies challenges and provides recommendations for building more inclusive and sustainable communities.

The report explores the current state, challenges, and opportunities for fostering inclusivity in European communities. The ICALL project has conducted comprehensive research to shed light on the processes and policies shaping inclusive communities for people with significant support needs.

By examining the legal, social, and practical frameworks across four countries (Greece, Poland, Finland, and Hungary), the report highlights key challenges, identifies best practices, and outlines the gaps that hinder full inclusion. Moreover, it provides a framework to improve inclusion through legislative reforms, community practices, and awareness campaigns.

The findings, rooted in desk research and multi-stakeholder fieldwork, include:

  • A country-by-country analysis of inclusion practices in Greece, Poland, Finland, and Hungary.
  • Gaps in legal frameworks aligned with the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD).
  • Recommendations for building sustainable, inclusive models that engage all stakeholders, among which local governments, NGOs, and community groups.

The report has been translated into the four partner countries’ languages (Finnish, Greek, Hungarian, and Polish), and the translated versions can be accessed here.

Through this research, the ICALL partners aim to provide a clear path toward sustainable, empowering, and truly inclusive communities.
